Abstrak

The educational decentralization framework is expected by each region to be able to realize policies to accommodate educational problems. Where one of the educational problems felt by Bangkalan Regency is the lack of achievement of Minimum Service Standards (SPM) for education, this can be caused by weak control, especially control involving the community which is more effectively emphasized to oversee the realization of educational services. The involvement of the community in providing supervision in the field of education has encouraged the Bangkalan Regency government to form an education council which acts as a forum for community aspirations, so this research is related to the supervision process carried out by the Bangkalan Regency Education Council in achieving minimum educational service standards. This type of research is qualitative, with techniques triangulation (combination). The research results, in the aspect of determining standards, are determined by referring to applicable regulations such as Regional Regulations, Ministerial Regulations. Meanwhile, in the aspect of measuring work results, the Education Council always creates synergy between applicable legal products and policy implementation, this is done by reviewing data from the Education Service as well as reports originating from the community. then the aspect of correcting deviations is carried out by providing advice or providing input to the party who committed the deviation without any intervention. This input is conveyed through discussion forums, seminars, interactive dialogue
